The Public Prosecutor’s Office at the Federal Court of Accounts (MPTCU) has filed a formal complaint regarding the authorization of betting establishments in Brazil. Deputy Prosecutor Lucas Rocha Furtado is demanding the Ministry of Finance disclose the full identities of company partners and beneficiaries.
Transparency and Regulatory Oversight
Minister of Finance Dario Durigan recently announced that licensing data would be released with partner names redacted to comply with data protection legislation. Furtado argues this measure lacks constitutional support and violates the Access to Information Law (LAI). He states that generalized secrecy favors private interests over public oversight.
"Secrecy is the exception and must be interpreted restrictively," Furtado noted regarding the concealment of sensitive information.
The MPTCU has requested that the TCU order the Treasury to prohibit the redaction of names in licensing processes. Additionally, the prosecutor’s office seeks an audit of the Secretariat of Prizes and Bets (SPA) to identify guidelines instituting these restrictions. As a precautionary measure, the Treasury and SPA are asked to halt the concealment of owner identities immediately.
